DescriptionUnder administrative direction, is responsible for providing overall leadership in the planning,
implementation, and evaluation of all component aspects of the Head Start Program. This
position requires a high degree of knowledge about Head Start Performance Standards, and all
component aspects of the Program. Responsible for liaison,
coordination, and staffing for the Head Start Policy Council. Exercises direct supervision over
assigned staff.
This position is a "grant funded" position and has no disciplinary appeal rights to the Municipal
Civil Service Commission. This position is likewise subject at-will employment status and can be
terminated at any time for any reason.
Duties- Assumes full management responsibility for all services and activities, including the
administration of federal government funding for the Head Start program.
- Provides visionary leadership to the San Antonio and Bexar County Head Start Program.
- Develops and maintains effective systems to ensure compliance with federal, state and
local regulations.
- Manages the development of program planning, monitoring, and fiscal management of the
division.
- Manages the preparation of grant applications to ensure adequacy and timeliness.
- Manages the preparation of all ordinances necessary for management and implementation
of the Head Start program.
- Coordinates contracts with partner agencies to administer the Head Start program.
- Coordinates and prepares information for presentation to the Head Start Policy Council
and Education Excellence Committee.
- Acts as official representative to City departments, City Manager’s Office, elected officials
and outside agencies; explains, justifies, and defends programs, policies, and activities,
and negotiates and resolves sensitive, significant, and controversial issues.
- Establishes and maintains effective working relationships within the administration to
ensure adequate flow of information so that both staff and management employees are
kept informed.
- Monitors Head Start expenditures and documents unmet needs for supplemental requests,
and provides budget reports to the Head Start Policy Council.
- Selects, motivates, and evaluates staff; provides or coordinates training and works with
employees to provide quality services; and implements and administers disciplinary and
termination procedures as appropriate.
- Responds to and resolves sensitive inquiries and complaints from both internal and
external sources.
- Assumes significant responsibilities for the preparation and administration of an assigned
budget.
- Facilitates the development and implementation of goals and objectives for the division.
- Performs related duties and fulfills responsibilities as required.
Qualifications- Master's Degree from an accredited college or university
- Five (5) years experience in program development and budget, including three (3) years
of supervisory experience.
- Any applicant selected for this position must have a background check completed with
results satisfactory to the City of San Antonio and successfully complete the City of San
Antonio’s two-phased Cash-Handling Certification Training.
PREFERRED QUALIFICATIONS:
- This position requires a valid Class “C” Texas Driver’s License or the ability to obtain a
valid Class “C” Texas Driver’s License within thirty (30) days after becoming a resident of
the State of Texas. Use of your own personal vehicle may at time be required and proof of
- Liability Insurance will be required.
- Head Start program oversight experience.
- Knowledge of the Head Start Governance and Municipal Government processes.
- Knowledge of Federal and State rules and regulations pertaining to grant funded
programs.
- Masters degree in Early Childhood Education, Public Administration, Social Work, or a
related field.
PHYSICAL REQUIREMENTS:
- Physical requirements include occasional lifting/carrying of 5 pounds.
